Description:
The project focuses on research and development related to the phenomenon of transport exclusion in the context of public transport operations in Poland. It has been submitted by a consortium of four universities of technology: Poznań (the leader), Warsaw, Silesian, and Gdańsk. The project's aim is to gather comprehensive knowledge about the functioning of public transport on a national scale, propose a clear definition of transport exclusion, and then use this information to create a transport exclusion map. Additionally, the project will develop recommendations for legislative changes to address transport exclusion.
Research is also being conducted to develop a methodology for studying public transport operations, defining transport exclusion, and creating algorithms that determine its index.
The majority of the tasks are focused on two main research areas. The first phase involves creating an information subsystem for public transport operations and conducting research on the functioning of public transport. As a result, the project will develop algorithms and tools to determine the transport exclusion index and visualize it on a transport exclusion map.
The second phase, building on the exclusion map, will identify barriers to public transport development, define a set of best practices to counteract transport exclusion, and establish methods for selecting, implementing, and monitoring these practices. Finally, recommendations for legal changes aimed at minimizing transport exclusion in Poland will be provided.
In the final stage of the project, the developed tools and knowledge will be prepared for implementation by the Contracting Authority (the Ministry of Infrastructure), focusing on procedures for using the tool and updating the acquired data. Additionally, comprehensive atlases of transport exclusion and detailed technical documentation of the tool will be created. This project will lay the groundwork for further digitalization, monitoring, and efforts to counteract transport exclusion in Poland.
